Born in Jerusalem, obtained his BA in Commerce and Economy from University of Baghdad; executive of the Department of Industry 1944-1948; appointed as head of the Arab Chamber of Commerce and Industry of Jerusalem in 1967; member of the Jordanian Tourism Consultative Council; member of the Palestinian National Council; member of (Al-Munadel Al-Jareh) Association. After the Six-Day war 1967, he became a member of the Islamic Foundation of Jerusalem; elected as a member of the Jerusalem Municipality 1964; retired in 1998.
Barakat was died in Jerusalem, on April-2009.
