Mansour Shawwa was born in Gaza in 1942 was a leading Palestinian businessmen and entrepreneur from Gaza. Born into the well-known Shawwa family in Gaza, Mansour Shawwa was son of the late Haj Rashad Al Shawwa former Mayor of Gaza (1975- 1982). Mansour lived his childhood in Gaza and later graduated with an Engineering Degree from Oxford, United Kingdon As Head of the Gaza Citrus Union he successfully worked in exporting Palestinian fruits and Vegetables produce from Palestinian Occupied territories to Western European markets during the Israeli Occupation.

Following the death of Haj Rashad Al Shawwa in 1998, Mansour Al Shawwa became head of the Shawwa family and became the President of the Benevolent Society for the Gaza Strip- Gaza's largest NGO which was entrenched at every level of society to alleviate the suffering and oppression inflicted by the Israeli occupation on Gaza. In 1993, following the Oslo peace accord between Israel and the Palestine Liberation Organisation, Mansour Shawwa was asked by PLO Leader Yasser Arafat to become Mayor of Gaza. Having successfully worked for 9 months in forming a comprehensive municipal council made up by all Palestinian political factions including Hamas, Arafat rejected the council and Mansour Shawwa consequently withdrew from the post. Mansour Shawwa was known among Gazans to be a major philanthropist who helped the needy and under privileged discretely. He died 4th September 1998 in London.
