Nihad al-Qasim (1905-1970), a statesman from Syria, held the Ministry of Justice three times, the first during the era of President Hashem al-Atassi, the second during the time of unity with Egypt, and the third at the beginning of the Baath Party era. He headed the Nasserite movement and was elected Secretary General of the Arab Socialist Union Party. He was also President of Damascus University and Head of the State Inspection Office in Syria.

Nihad al-Qasim was born in Damascus, and his great-grandfather, Sheikh Qasim al-Ahmad, was one of the leaders of the revolution against the rule of Ibrahim Pasha in Syria in 1840. The Qasim family migrated to Nablus before World War I, where al-Qasim studied at An-Najah Institute. After his father's death, he returned to Damascus to complete his education at a school. dormitory office At the beginning of his youth, he was one of the pioneers of the Zahiriya Library and the Academy of the Arabic Language in Damascus, where he used to summarize scientific lectures and publish them in local newspapers. Administrative and political life
Nihad Al-Qasim joined the State Inspection Office, and graduated in his positions until he became its president in the early fifties. On June 19, 1954, he was chosen as Minister of Justice in the government of President Saeed Al-Ghazi, charged with supervising the parliamentary and presidential elections in Syria. After completing the tasks and the resignation of the government, Al-Qasim returned to his work as the head of the State Inspectors Service and assumed the presidency of the Syrian University by proxy, succeeding Dr. Sami Al-Maidani. President Gamal Abdel Nasser pledged allegiance and was named Minister of Justice in the United Arab Republic, where Al-Qasim oversaw the largest purge of the judicial system in Syria.
After the secessionist coup took place on September 28, 1961, he refused to cooperate with the new rulers of Syria, despite his strong friendship with many of them, and he maintained his national approach, which made President Abdel Nasser mention his pan-Arab positions in one of his speeches from the city of Port Said.
After the Baath Party came to power on March 8, 1963, al-Qasim was named Minister of Justice for the third time, and Deputy Prime Minister Salah al-Din al-Bitar. He participated in the negotiations that took place in Cairo, headed by Lieutenant General Louay al-Atassi, head of the Revolutionary Council, aimed at restoring the Syrian-Egyptian unity. Upon reaching a dead end, he submitted his resignation. However, his Nasserist leanings led to his arrest after a failed coup attempt by the Nasserite officer, Jassem Alwan, on July 18, 1963. Al-Qasim was unjustly accused of supporting and participating in the coup. He was placed in Mezze prison for six months before his release, to be elected Secretary General of the Arab Socialist Union Party in 1964, that is, six years before his death.
