Laila Daoud Muhammad Ghanem (born May 29, 1975 in Deir Dibwan ) is a Palestinian psychological and political counselor . She is the only woman to hold the position of governor in the State of Palestine . 

Early life and education

Laila Ghanem was born on May 29, 1975 in the town of Deir Dibwan , east of the Ramallah and Al-Bireh Governorate in the central West Bank . She received her school education in the town's schools, and obtained her high school diploma in 1992. 

She joined Al-Quds Open University to study social development and obtained a bachelor's degree in 2002. In 2004, she obtained a master's degree in psychological counseling from Al-Quds University . Later, she obtained a doctorate degree from Minya University in mental health. 

Practical life

Ghanem has worked in various positions, working in kindergartens and as a coordinator of rehabilitation programs for the disabled. In the period 2007-2009, she held the position of Director General of the Office of the Minister of Social Affairs . She worked as a part-time lecturer at Al-Quds Open University . She has been a member of the Board of Trustees of the Arab American University since 2017,  and a member of the Board of Trustees of Al-Istiqlal University . 

On June 6, 2009, according to Presidential Decree No. (102) of 2009, it was decided to transfer her from the Ministry of Social Affairs and appoint her as Deputy Governor of Ramallah and Al-Bireh Governorate and Acting Governor.  Later, on January 22, 2010, Ghanem took the constitutional oath as Governor of Ramallah and Al-Bireh Governorate. 

On August 8, 2022, the Palestinian President reconstituted the Board of Trustees of Al-Istiqlal University , appointing her as a member.
