Rashad Sidqi Agha al-Nimr was born in Nablus and studied in its schools. He enrolled in the Netzer Agricultural College. Although he came from a family known for its ruling influence in Nablus and Palestine, the early death of his father forced him to work during the day and study at night at the college to support his mother and siblings. He graduated from the college with a diploma in agriculture. He worked as an agricultural inspector in Safed, Acre, and Nablus. In 1957, he was elected as a representative for Nablus in the House of Representatives. He became Minister of Social Affairs in Samir al-Rifai's cabinet in 1957 and remained a member of parliament until 1966. He returned to the cabinet twice. He died in Nablus.
