Tawfiq Husain Al-Ghusain was born in Ramla, originally from Gaza. Tawfiq received his early education in Ramla, graduated from Al-Sultani Office in Beirut. In 1909, he was elected as a member of the Ottoman Parliament (Al-Umumi Council), he then renounced the governmental posts and stayed at home until his death in 1948.
