Abdel Fattah al-Saadi was born in the city of Acre, in government employment in the late Ottoman period, and sources said his name coupled with the name of Sheikh Asaad Shuqairi among prominent members of the Association (Union and Progress) in the Acre region, and in April 1914, chosen by the people of Acre as represented by the Major General of the Council of envoys, traveled to Astana and stayed deputies in the Council until 1917.
Returned to Acre, and participated in the Palestinian national movement working against the British occupation and the Jewish settlements and in 1919 was chosen with Sheikh Ibrahim Aeka delegates from Acre in Syria Conference in Damascus, it was attended by Palestinian third conference held in Haifa in 1920, and was elected to the Executive Committee, which emerged from the the conference also head in that period, the municipality of Acre.
In 1923 he was appointed a member of the Advisory Board appointed by the British High Commissioner Herbert Samuel.
