Muhammad Abd al-Ghani Ahmad al-Haj Qassem (November 28, 1952) is a Palestinian advisor, lawyer, professor and statesman. He was born in the Palestinian city of Tulkarm. He is the head of the Palestinian Supreme Constitutional Court, and its first president, which is the highest authority in the State of Palestine.
Nabil Kassis studied in Germany and Lebanon, and obtained a master's degree from the German University of Mainz, and a doctorate from the American University of Beirut, in nuclear physics. He taught physics at a number of universities in Germany, Italy, France, England, Lebanon and Jordan before joining Birzeit University in 1980. He served as President of Birzeit University from 2004 to 2010.
His diplomatic work
Kassis participated as a member of the Palestinian delegation to the Madrid Peace Conference in 1991, and was the deputy head of the negotiating delegation to the Washington talks from 1992 to 1993. He later became the Director-General of the Technical and Advisory Committee of the Palestinian Negotiations Delegation, tasked with making preparations for the transition to Palestinian autonomy. He was a member of the Palestinian delegation to the final status negotiations in 1999.
his political work
As a proponent of transparency and reform, Kassis was appointed as a member of the special committee to investigate the auditor's report in 1997. He later joined the government as a political independent, serving as a minister without a portfolio in 1998, as minister of tourism in 2002, and minister of planning from 2003 to 2005, and finally, Minister of Finance from 2012 to 2013.
