Arif Rubin Abdel Halim al-Jabari (born October 1, 1948 in Hebron) is a Palestinian politician, who served as the first Governor of Hebron Governorate between 2002 and 2007, and later as Governor of Jericho Governorate between 2007 and 2008.

Arif al-Jabari was born in the city of Hebron on October 1, 1948, during the Jordanian administration of the West Bank. He holds a BA in Islamic Studies from Hebron University, and a Diploma in Management and Library Science from the British Council.

Al-Jabari worked at Hebron University, where he rose in positions until he assumed the duties of the university’s president for administrative affairs between 1980 and 1994. He served as Assistant Undersecretary at the Ministry of Endowments and Religious Affairs in the Palestinian National Authority between 1994 and 2002.

He was appointed in 2002 as Governor of Hebron Governorate, and held the position until 2007 when he was appointed Governor of Jericho and the Jordan Valley, in which he remained until September 15, 2008, when he was granted the rank of Minister and was referred to retirement.
