Ismail al-Talawi, Advisor to the Commission on Arab Relations and People’s China - Fatah Movement, Secretary General of the Palestinian National Committee for Education, Culture and Science in Palestine, Member of the Executive Council of the Islamic Educational, Cultural and Scientific Organization (ISESCO), Member of the Supreme National Committee for Celebrating Jerusalem as the Capital of Arab Culture for 2009 and Chairman of the Coordination Committee for the Celebration of Jerusalem as the Capital of Arab Culture for Arab Culture 2009. Al-Talawi worked in the field of education, culture and diplomatic work in the Palestine Liberation Organization in a number of different arenas in Iraq, Yemen, Kuwait, Jordan, Lebanon and Tunisia. Once the decision of Jerusalem as the capital of Arab culture for 2009 was adopted in the final statement For the Conference of Arab Ministers of Culture, until the National Committee began to prepare and prepare for the success of this great demonstration. The National Committee put in mind that this occasion is a valuable opportunity to support Jerusalem and its institutions, so that Jerusalem remains alive in the hearts of millions of Arabs and Muslims. In 2009, the National Committee for Education, Culture and Science began an active role in supporting cultural projects implemented under the slogan Jerusalem, the capital of Arab culture, and Ismail played a large and effective role in supporting these projects, to celebrate Jerusalem as the capital of Arab culture 2009.

Over the course of the work of the Palestinian National Committee for Education, Culture and Science, it has supported many Jerusalem and non-Jerusalem and youth cultural institutions and centers by supporting and sponsoring the implementation of cultural projects and programs for them in various parts of the country.

With the idea of Mr. Ismail Al-Talawi, the National Committee organized the holding of the second cultural and educational forum in Amman-Jordan in the first and second, in order to complete the achievement of the goals of the National Committee towards the Palestinian youth in the diaspora and on the homeland, and the importance of bringing them together on the sisterly Jordanian lands, as long as it is not possible to meet them on the homeland, This is in order to increase their connection and communication with each other, despite all the obstacles and the arbitrary measures of the occupation.

The third Palestinian Educational Cultural Forum was held on the homeland 2010 under the title "A dream come true on the homeland."
