Samih Rawhi Afif Tabila (December 17, 1950 in Nablus) is an architect from the State of Palestine. He held the position of Minister of Transport and Communications in Rami Hamdallah's third government.


Tabila was born on December 17, 1950 in the city of Nablus in the northern West Bank. He received his school education and obtained a high school diploma in the city. He left for the Arab Republic of Egypt, and obtained a bachelor's degree in architecture from Ain Shams University in 1976.

After graduating, Tabila worked in an engineering office, and later developed and held several positions, most notably: the head of the Palestinian Contractors Syndicate in the West Bank 2006-2008, and president of a sports club in Nablus 2010-2014. Tabila has worked since 1985 at the Faculty of Engineering at An-Najah National University as an external member of the graduation projects committees. Tbeileh was a member of the Palestinian Engineers Syndicate, the Board of Trustees of Hebron University, the Nablus Municipality, the Federation of Arab Contractors and Islamic Countries and later the Nablus Municipality. On July 31, 2015, he was appointed Minister of Transport and Communications in the first cabinet reshuffle of Rami Hamdallah's third government. It lasted until April 13, 2019.

In August 2015, the Minister of Local Government, Hussein al-Araj, decided to appoint a local government committee to run the work of the Nablus Municipal Council headed by Samih Tabila until the Palestinian local elections were held in 2017, which he won.

In August 2019, the mayor of Nablus was appointed to succeed Adly Yaish, in implementation of a prior agreement, on the list of candidacies for the 2017 elections.
