Rafiq Abu Dhalfa is a Palestinian politician, born in 1951 in Gaza. He did his primary and secondary education in schools in the Gaza Strip and his higher education in Algeria. He has served as Palestinian Ambassador Extraordinary and Plenipotentiary to the Republic of Ghana and Dean of the Diplomatic Corps for Asia, the Middle East and the Arab Group in Ghana.

Its period was marked by the closer relations between Palestine and the Republic of Ghana. He was also a member of the Political Bureau of the Palestinian Popular Struggle Front and participated in the Washington negotiations in 1991. He is a member of the Palestinian National Party and Central Councils, representing the Popular Struggle Front, and represented the Front in the dialogues of Palestinian-Palestinian reconciliation.
