holds d. Al-Shamla holds bachelor’s, master’s and doctoral degrees in the field of public administration, specializing in planning and development management (especially human resources). He worked as a specialist in commercial curricula in Bahrain and then as a member of the faculty and head of the Department of Management at Hebron University, a member of the faculty and dean of the College of Economics and Administrative Sciences and director of the Institute of Public Administration. An-Najah National University.

Dr. Al-Shamla practiced work for up to twenty-five years in the fields of teaching, training, scientific research, and management consulting, focusing on governmental and public organizations inside and outside Palestine. In addition to his academic work, he published a group of scientific research in local and international journals, and published two books (Training Management and Organizational Development). He practiced training for local and international organizations and completed many development projects and consultations, especially in the field of local government and human resources development.
