his career
He holds a Bachelor’s degree in Medicine from the University of Alexandria in Egypt. Until recently, he was a large member of the Dar al-Kitab wa al-Sunnah Association, before he turned intellectually. He began giving Friday sermons and giving lessons in support of Osama bin Laden, Ayman al-Zawahiri, Abu Musab al-Zarqawi and Abu Omar al-Baghdadi. He regularly attended seminars of Alexandrian sheikhs, including Sheikh Saeed Abdel Azim, Sheikh Muhammad bin Ismail Al-Muqaddam, Sheikh Ahmed Farid, and Sheikh Ahmed Ibrahim.

He worked as a teacher at the Ahl Al-Hadith Institute of the Dar Al-Kitab and Al-Sunnah Society for five years. He also worked as a preacher for the Ahl al-Sunnah Mosque in Khan Yunis for fifteen years. Then he preached at the Al-Noor Mosque on the Egyptian-Palestinian border for a year and a half, which was demolished by the Israeli occupation forces. He is currently the preacher and imam of Ibn Taymiyyah Mosque, from which he announced the establishment of the emirate, about two and a half years ago. He also worked as the medical director of the Rafah Martyrs Health Center.

He delivered 40 religious lessons and 200 Friday sermons at Ibn Taymiyyah Mosque in the Brazil neighborhood in the far south of Rafah, which he and Hajj Hosni Salah personally contributed to creating at their own expense. In the mosque of any kind, it was forbidden to give any lesson, preach, or collect donations without his permission. Ramadan, the mosque is famous for its political impartiality and non-affiliation to any party or faction.

In a Friday sermon on August 14, 2009 in Ibn Taymiyyah Mosque, he announced the establishment of the Islamic Emirate in the vicinity of Jerusalem, amid shouts of takbeer from dozens of his supporters, some of whom were armed, and demanded the establishment of an Islamic emirate and the dismissed government in Gaza to submit to the provisions of Islamic Sharia.

This announcement resulted in confrontations with the Ministry of the Interior of the dismissed government in Rafah. Hamas emphasized Abdel Latif Moussa’s declaration that no party or individuals are allowed to take the law into their own hands, as this is the responsibility of the security authorities and said that he was connected to the former Palestinian security services, and commented:

"It seems that he has suffered from a mental disorder... and that Moussa's announcement is an expression of intellectual slippage, and any violator of the law who takes up arms to spread chaos will be pursued and arrested."
Accordingly, the mosque was stormed the day after it was announced, resulting in more than 14 deaths and many injuries. The place was blown up and he was killed as a result of those confrontations.

His writings
He compiled a book on the subject of belief called (The Sapphire and Coral in the Creed of the People of Faith), and another in the subject of Islamic jurisprudence under the name (The Straight Path in Tracing the Prophet’s Trace).
