Ruqayya was born in Ymma village, Zemr; finished her secondary education in her village; joined Dar Al-Mu'almen Institute.

Ruqayya worked as an Arabic language teacher, member of the Academy of Arabic language in Haifa; awarded the Ministry of Education, Culture and Sports' Prize in (2005 - 2006) and Tawfiq Ziad's Prize in 2002.
