Raji was born in Haifa in 1920, finished his secondary education in Terra Santa College in Jerusalem; obtained Al-Metric certificate in 1937; worked in teaching for 4 years, he then joined the Palestinian Broadcast as a presenter and translator then as an assistant monitor of the Arabic programs. In 1948, he moved to Jordan where he was appointed as an assistant director of the Jordanian Broadcast, moved to Beirut in 1952; joined the American University of Beirut in 1954; graduating in 1956; obtained his MA in Management and Political Science in 1959.
In 1960, he released Al-Rae'd Magazine in Beirut then in Kuwait 1963; became a general director at the Palestine Liberation Organization in 1964; he quit his job in 1966 and moved to Jordan where he was appointed as a consultant of the Jordanian Minister of Media in 1967, he then moved to Beirut.
