Salih Khalil Abu Osba' (1946) is a Palestinian-Jordanian literary scholar, media scholar and short story writer. He was born in Salamah Jaffa in Mandatory Palestine, from which his family left after the 1948 Nakba and lived in Al-Amari camp. He grew up and studied there and in Ramallah. He continued his studies in Egypt, and obtained a BA in Arabic and Islamic Studies from Dar Al Uloom at Cairo University in 1968, and a PhD in Literary Criticism and Comparative Literature, from 1977. Then he pursued a doctorate in communications at Howard University in Washington. He worked as a teacher and press editor in Libya from 1968 to 1977. Then, he moved between several academic administrative positions in Jordan, the Sultanate of Oman and the UAE, especially Philadelphia University, since 1990, and he has been President of Al-Istiqlal University since 2018. He has many studies and publications in the media, literature, and story collections.

Saleh Khalil Abu Asbaa was born in 1946 AD / 1365 AH in Salamah Jaffa in Mandatory Palestine. His family left after the 1948 Nakba and lived in the Al-Amari camp on the Ramallah-Jerusalem road, and there Salih Khalil Abu Asba grew up. His father encouraged him after his first literary attempt at the age of twelve.

He received his education at Al-Amary Primary School in Al-Amari Camp 1952-60 in Ramallah, then at Al-Bireh Al-Jadeeda Preparatory School from 1960-61, then at Al-Hashmiya Secondary School in Al-Bireh and Ramallah Secondary School from 1961-64. He continued his higher education in Egypt, and obtained a BA in Arabic and Islamic Studies from Dar Al Uloom at Cairo University from 1964-68, and a Ph.D. in Literary Criticism and Comparative Literature from Dar Al Uloom in 1977. Then he went on to earn a Ph.D. in Communications at Howard University in Washington.

He went to Libya and taught Arabic in preparatory schools in Tripoli from 1968 to 1970. He served as editor-in-chief of the Libyan Arab Culture magazine from 1973 to 1977, and editor-in-chief of the Shura magazine there 1977-79. He worked as a lecturer at the Faculty of Education at Al-Fateh University 1977-79. Then a visiting researcher at the University of Michigan 1979-80, Associate Professor at the Faculty of Arts at United Arab Emirates University from 1983-89, a lecturer at the Higher Institute of Journalism in Rabat 1989-90, Associate Professor at the Faculty of Arts and Arts at Philadelphia University from 1990-96, and Professor at the College of Literature and Arts in it from 1997 -2000, and a professor in the Department of Media from the College of Arts at Sultan Qaboos University from September 2000 until February 2003. Then he returned to Philadelphia University and worked as a professor at the College of Arts and Arts there from 2003 to 2015, and a visiting professor at the University of Sharjah 2015-18.

During his academic career, he moved between several administrative positions, as the Acting Head of the Media Department at the UAE University from 1982-89. At Philadelphia University, he worked as Director of the Department of Public Cultural Relations 1991-93, Head of the Humanities Department at the Faculty of Arts 1994-95, Head of the Artistic Design Department 1998-99, then Dean of the College of Arts and Arts and Acting President of the University 1995-200. He also worked as Head of the Media Department at Sultan Qaboos University from September 2000 until February 2003. Then he returned to Jordan and was appointed Dean of the College of Arts and Letters 2003-07, and Vice President of the University 2005-15.

He is a member of the Board of Trustees of Al al-Bayt University from November 25, 2014, and President of Al-Istiqlal University from 2018 until now. He also worked as the Director General of Dar Aram for Studies, Publishing and Distribution in Amman, Jordan from 1992 to 1997, and General Coordinator of the Arab Foundation for Literary and Artistic Production from 1989 to 1991.
