Born in Yibna, southwest of Ramla 1945; received his secondary education in Gaza 1960, BA in Civil engineering from Alexandria University 1970, MA in Political Science from University of Khartum 1997, PhD in Political Science from the same university in 2004. Omar if the president of the Palestinian Students Union in Alexandria 1968/1969; secretary of the Fatah movement in Libya from 1975-1983; representative of the Palestine Liberation Organization in Tripoli from 1980-1983, appointed as ambassador of Palestine in Somalia in 1983 but he refused it. Omar is a member of the Palestinian National Council in Amman 1984; participated in many international and Arabic conferences.
