Muhammad Abdullah Muhammad Mustafa "Al-Safarini"  ( Abu Musab ; August 26 , 1954 ) is a Palestinian politician , economist and statesman .  He was born in the village of Kafr Sur in the Tulkarm Governorate .  He has been serving as the Prime Minister of Palestine and the Palestinian Minister of Foreign Affairs since March 31, 2024. He is an independent member of the Executive Committee of the Palestine Liberation Organization and head of the organization's Economic Department, advisor to the Palestinian President for Economic Affairs, and Chairman of the Board of Directors of the Palestine Investment Fund . He served as Deputy Prime Minister of Palestine for Economic Affairs in the fifteenth Palestinian government in 2013 , and held the same position in the sixteenth Palestinian government in 2013 and 2014. He also served as Deputy Prime Minister of Palestine and Minister of National Economy in the seventeenth Palestinian government (the National Consensus Government) in 2014 until he submitted his resignation from it in 2015.

His upbringing and education

Muhammad Abdullah Muhammad Mustafa "Al-Safarini" is from the village of Safarin in Tulkarm Governorate . He was born on August 26, 1954 in the village of Kafr Sur in Tulkarm Governorate . Safarin is his father's town and Kafr Sur is his mother's town. 

Muhammad was the middle son among his three brothers and the fifth among six brothers and sisters.  His “Safarini” family is one of the well-known and extended families in both the village of Safarin and the city of Tulkarm .  The main family office is located in the southern neighborhood of Tulkarm . 

Muhammad received his education in the schools of Tulkarm Governorate until 1969 , when he was fifteen years old, when he moved with his family to Kuwait , where his father had been working since 1967 , and Muhammad finished high school there. 

In 1972, he joined the University of Baghdad , where he obtained a Bachelor's degree in Electrical and Electronic Engineering in 1976. In 1983, he joined George Washington University in the United States of America , from which he obtained a Master's degree in Management in 1985. He continued his education in the same year, 1985 , at George Washington University , where he obtained a PhD in Business Administration and Economics in 1988. 

His political and economic life

After graduating in 1976 from the University of Baghdad, he returned to Kuwait and his first job was as an engineer in one of the consulting offices in Kuwait . He then worked in a joint Kuwaiti-English contracting company, in which he assumed the position of chief engineer, becoming, at the age of twenty-five, responsible for thirty engineers and about three hundred employees. 

After seven years of working in Kuwait , he moved to the United States of America , where he continued his postgraduate studies. He was also a visiting professor at George Washington University in 1991. 

From 1991 to 2005, he held several senior positions at the World Bank in Washington , where he worked in the Bank's Industry and Energy Department for the Africa region , then in the Eastern Europe Department , then in the Infrastructure and Privatization Department for the Middle East region . During this period, he contributed to the development of several telecommunications companies such as Orange and Fastlink in Jordan , the Saudi Telecom Company , and other companies in Egypt , Lebanon , Africa , Bulgaria , and Russia . 

He worked as an economic reform advisor to the Kuwaiti government , and as an advisor to the Public Investment Fund in Saudi Arabia . 

In 1995, he returned to Palestine temporarily following the signing of the Oslo Accords , where he spent a year and a half contributing to the establishment of the communications sector in Palestine . He was the founding CEO of the Palestinian Telecommunications Company "Paltel" between 1995 and 1996 ,  and then returned to work at the World Bank in Washington . 

In 2005, he resided permanently in Palestine after Palestinian President Mahmoud Abbas assigned him the position of Advisor to the Palestinian President for Economic Affairs in the Palestinian Presidential Office, effective November 1, 2005. 

In early 2006 , Palestinian President Mahmoud Abbas appointed him as CEO of the Palestine Investment Fund, and he continued in this position until 2013. Since 2015 until today, he has held the position of Chairman of the Board of Directors of the Palestine Investment Fund, commissioned by Palestinian President Mahmoud Abbas . 

He served as Deputy Prime Minister for Economic Affairs in the 15th Palestinian government from June 6, 2013 to September 19, 2013 , and held the same position in the 16th Palestinian government from September 19, 2013 to June 2, 2014 , then served as Deputy Prime Minister and Minister of National Economy in the 17th Palestinian government (Palestinian National Consensus Government) from June 2, 2014 until he submitted his resignation on March 31, 2015. [ 

In October 2014, he was the head of the Gaza Reconstruction Committee at the donors' conference in Cairo, with the aim of rebuilding the Strip following the 2014 war . 

He was elected a member of the Palestinian Central Council for several sessions of the Council,  and in February 2022 he became a member of the Executive Committee of the Palestine Liberation Organization and head of the Economic Department in the Palestine Liberation Organization , after the Palestinian Central Council held its thirty-first session at the Palestinian presidential headquarters in the city of Al-Bireh . 

On January 11, 2023 , Palestinian President Mahmoud Abbas appointed him as Governor of the State of Palestine at the Arab Fund for Economic and Social Development in the State of Kuwait ,  and he continued in that position until January 2024 , when he assumed the position of Governor of the State of Palestine at the Arab Monetary Fund . 

Mohammad Mustafa led the efforts of the Palestine Investment Fund to establish several major Palestinian companies, most notably the launch of the Palestine Telecommunications Company (Paltel) in 1996 , the National Mobile Company (Ooredoo Palestine) in 2008 , the Amar Group for Real Estate and Tourism Investment in 2009 , the Rasmala Fund for Palestinian Equities in 2011 , the Palestinian Leasing Company for Islamic Finance in 2013 , the Aswaq Asset Management Company in 2014 , the Masader Company for the Development of Natural Resources and Infrastructure Projects in 2015 , the Amar Al-Quds Company in 2018 , the Palestine Power Generation Company, and the Sand Company for Construction Resources, among others. 

He is a member of several international and local institutions, most notably the World Economic Forum in Davos ,  the Board of Trustees of the Institute for Palestine Studies , the Board of Trustees of the Yasser Arafat Foundation , and many others. 

Presidency of the Palestinian government

On March 14, 2024, Palestinian President Mahmoud Abbas tasked him with forming the nineteenth Palestinian government , a "technocratic government",  and on March 28, 2024, he presented his government formation to Palestinian President Abbas , who approved it on the same day, and took the constitutional oath as Prime Minister before President Abbas on March 31 , 2024. 

Palestinian President Mahmoud Abbas amended Decree No. (9) of 2016 establishing the Palestinian International Cooperation Agency on June 11, 2024, adding a Board of Directors to the agency.  He later issued Decision No. (51) of 2024 and appointed Muhammad Mustafa as Chairman of the Board starting from June 23, 2024.

He has been married to Amal Al-Qaqa since 1980 , and has two sons: Musab and Yazan.
