Martyr Dhafer al-Masri was born in Nablus in 1941 and studied at An-Najah College. He graduated with a bachelor's degree in economics from the American University of Beirut in 1964. He engaged in commercial activity and enjoyed a high degree of credibility and respect among merchants and others. He was active in public service, contributing to the establishment of several charitable organizations. He was elected president of the Nablus Chamber of Commerce and Industry in 1971, becoming the youngest person to hold this position in the history of the Nablus Chamber and the chambers of Palestinian cities. He was known for his generous assistance to the poor and needy. He was a member of the National Bloc in the Nablus municipal elections held in April 1976 and was elected deputy mayor.
In March 1982, the Israeli authorities decided to freeze the municipal council and later dismissed it. He responded to the demands, petitions, and insistence of the people of Nablus to Arabize the municipality and free it from the Israeli administration, which had resulted in a host of hardships due to the imposition of an Israeli officer as mayor. He led the process of restoring and Arabizing the municipality amidst widespread popular support and the blessing and encouragement of the leadership of the Palestine Liberation Organization. He and the municipal staff, employees, and workers—who had boycotted the occupation administration—began repairing and restoring the municipality's equipment. He was assassinated on his way to the municipality on the morning of March 2, 1986, which led to angry reactions in Nablus, Palestine, and the Arab world. The widespread condemnation of the assassination was evident in his funeral, which turned into a massive demonstration attended by sixty thousand citizens who raised his pictures and waved the Palestinian flag, according to reports from international news agencies and Palestinian newspaper correspondents.
