Sheikh Hussein Abu Kaf ( 1855-1955 ) was the chief of the Harizat tribe [1] , which included three factions: Abu Kaf, the deaf , and the bellies . [2] During the Ottoman rule, he held the position of deputy in parliament, and during the Mandate period he was the mayor of Beersheba ( 1924-1927 ) and a judge in the tribal court in Beersheba. 

He was appointed by the High Commissioner during the British Mandate of Palestine in 1923 as a judge in the Beersheba Tribal Court, and his decisions and rulings were binding whether they were issued in court or at home.

Sheikh Hussein Abu Kaf owned many lands in the area of the village of Umm Bateen in the Negev , and today his grandchildren and descendants from the Abu Kaf tribe live there. His lands were located on the borders of today's Omer settlement (part of which was confiscated by the State of Israel ).

He also owned land in the unrecognized village of Al-Zarnouk , and many other lands in the Abu Talul area . In addition, he owned two water wells in Beersheba, named after him (he had bought the two wells from Hussein bin Salem al-Malta’a, Sheikh of the Muhammadans (after the family of “Muhammad”), and Daoud Effendi Khalil al-Kateb shared them with him,[ 3] in addition to a garden in the town’s area Old City (near the municipal market in Beersheba).
