Born in 1935- Ramallah / Al Bira. PA Minister of Civil Affairs from 1996-2002; PLC member for Ramallah. Fatah member; was deputy mayor of al-Bira (1976-82), member of Palestinian delegation to Madrid talks. Own a construction company that builds Israeli settlements. Before his ministerial appointment, served as the head of the PA’s Civil Affairs Department in the West Bank, kept role as head of a “bureau” of civil affairs tell early 2005.
