Was deputy director of PLO’s political department in mid70s; then PLO representative in Cairo 1988- 1994, and was kept there to continue discreet negotiations with Sadat. From at least mid90s, was assistant Secretary-General of the Arab League, responsible for Palestine affairs 1994-2005.
