Abd al-Halem Hassan Abd al-Razeq
al-Ashqar (18 August 1958 - ) is a Palestinian politician and professor. He was
arrested by the American authorities several times. He ran for the Palestinian
presidential elections in 2005, which was won by President Mahmoud Abbas.

Al-Ashqar was born in the village of Sidon in Tulkarem on August 18, 1958. He
joined Birzeit University, from which he graduated in 1982 with a Bachelor’s
degree in Business Administration, then he obtained a Master’s degree in
Business Administration from the University of Laverne in Greece in 1989, and a
Ph.D. in Business Administration from the University of Mississippi. Before
leaving Palestine, the headquarters of the Israeli Shin Bet in the city of
Tulkarem constantly refused to give Al-Ashqar the travel document until
Al-Ashqar hired a lawyer who eventually enabled him to obtain the document.
Al-Ashqar worked as a lecturer at the Faculty of Engineering at the Islamic
University in Gaza, and during his time there he married a woman from the
Muhanna family. Al-Ashqar has resided in Virginia in the United States for many
years, and he has worked as a professor at many American universities, the most
recent of which was Howard University in Washington.
