Abdel Qader Ibrahim Fares Hamed, whose nom de guerre is Qaddoura Fares (born June 13, 1962 in Silwad), is a Palestinian politician, former minister, one of the members of the first Palestinian Legislative Council, and a member of the Fatah movement. He is currently the President of the Palestinian Prisoners Club Association. On August 7, 2023, he was appointed head of the Commission for Prisoners’ Affairs with the rank of minister.
Political life
Qaddoura Fares became involved in political life after joining the Fatah movement in 1978, when he became a member of a local military cell that called itself the Eagles of the Storm.
He was arrested for the first time on December 8, 1981 from his home in Silwad, and the Israeli occupation transferred him to Ramallah detention center. On November 15, 1982, the Israeli military court in Ramallah sentenced him to 15 years in prison in Beersheba prison. On July 2, 1984, he was transferred to Al-Junaid prison in Nablus.
In 1992, he led a prisoners' hunger strike in Aljunied prison.
After the Oslo Accords between the Palestine Liberation Organization and Israel, Israel began releasing Palestinian prisoners in batches. Israel released him on August 19, 1994, as part of a batch of 135 prisoners, on condition of deportation to Jericho.
Qaddoura Fares participated for the Ramallah and Al-Bireh district in the Palestinian legislative elections in 1996 and won the elections with 20,980 votes and continued until the second legislative elections were held in 2006.
He was appointed Minister of State in the second government of Ahmed Qurei, and was entrusted with the duties of following up on the wall and settlement affairs. He continued in the position from November 12, 2003 until February 24, 2005.
On August 7, 2023, Palestinian President Mahmoud Abbas appointed him head of the Commission for Prisoners’ Affairs with the rank of minister.
