Hikmat Hashim Zaid Al-Kilani (born August 9 , 1945 in Silat Al-Harithiya ) is a Palestinian politician who served as Minister of the Palestinian Ministry of Agriculture in Yasser Arafat's third government ,  and Minister of the Ministry of Transport and Communications in Ahmed Qurei's second government .  He was also the Ambassador of the Embassy of the State of Palestine to Hungary and an advisor to President Mahmoud Abbas for provincial affairs
