Shawqi Fares Nimer Subha was born in the town of Attil, Tulkarm District, in the northern West Bank, on October 22, 1959. He is married and has a daughter. He studied primary and secondary school in the schools of his town, Attil, and obtained his high school diploma from Attil Secondary School in 1979. He obtained a bachelor's degree in medicine and surgery from the Medical Institute in Timisoara .
In the Republic of Romania in 1986, and obtained a distinction in the government hospitals of the homeland in 1987, worked as a doctor in the Union Hospital in Nablus (1987-1992), then moved to Al-Mutala Hospital, then worked in Ramallah Governmental Hospital between (1989-1990), and returned to work in the Palestinian Ministry of Health after the establishment of the Palestinian Authority in 1993, and held several positions including: Director of the Complaints Unit, Director of the Private Medicine Unit “License and Licensing”, then Advisor to the Ministry of Health until his retirement.
Subha joined the Fatah Movement in 1978, and was active in union and service work and participation in free medical days; where he founded with a group of doctors the field health services affiliated with the Palestine Liberation Organization in 1987, which played a role in providing free medical services, especially to the wounded and needy in areas that lack these services. He is active in communicating with local, Arab and international health institutions, and Arab and international unions to raise the level of Palestinian medical cadres and doctors.
He was elected as the head of the Palestinian Doctors Syndicate for the first time in 2019, then re-elected for the second time in 2023 for the same position in the union session that ends in 2025.
Since 2019 until today, he has held several positions, including: Vice President of the Medical Council, Secretary-General of the Supreme Health Council, and became a member of the Palestinian National Council and the Palestinian Central Council.
He ran for the Palestinian Legislative Council elections in 2006, and was elected Mayor of Attil in 2012 until he resigned from the presidency of the municipality in 2014.
Sobha does not recognize the Oslo Accords, and believes that Palestine is purely Palestinian land for the Palestinians from the sea to the river, and that the division is a grave Palestinian mistake, and he directs his severe rebuke at everyone who contributed to it, and everyone who can restore Palestinian unity.
He supports the Palestinian resistance and armed action, and believes that what was taken by force can only be restored by force, especially with this occupation.
He sees the necessity of representing the different segments of society in the PLO, provided that the organizations are represented by competent figures from academics, professionals, and others, while representation is not required if there are no competent people.
He does not see a problem in ending the work of UNRWA, provided that all refugees are returned to their homes from which they were expelled, not just to Palestine. He believes that the Arab and Islamic situation is very bad and they are conspiring against the Palestinian cause, as there are 57 Arab and Islamic countries that did not provide Gaza with a bottle of water during the siege and the ongoing war.
He considers that the Palestinian political system is a deficient system that cannot provide security and protection, nor even salaries and job opportunities for the Palestinians, and the original with it is to leave. Subha suffered from the occupation; He was dismissed from his job at Ramallah Governmental Hospital for security reasons in 1990, and was detained for several months in administrative detention in 1986. He was also banned from traveling for several years in the 1980s until 1994.
He was also subjected to organizational dismissal from the Fatah movement for the first time in 2006 due to his candidacy for the Legislative Council outside the movement’s framework, and was dismissed again in 2019 due to his candidacy for the Doctors’ Syndicate outside the movement’s framework, and he was reinstated to the movement both times.
