The Sheikh was born in Nablus in 1924 and studied at the Khan School. After completing the second year of secondary school, he went to Al-Azhar University, accompanied by Sheikhs Wasif Abdo and Wasif Fakhr al-Din. He studied in the general studies section at Al-Azhar until he obtained a certificate equivalent to a secondary school diploma. He then enrolled in the Faculty of Sharia at Al-Azhar, and after a year, he joined Fuad I University (Cairo), where he obtained a Bachelor of Arts degree in Semitic Languages in 1947 from the Sharia Judiciary Department at Al-Azhar, a degree equivalent to a Master's degree. The Sheikh returned to Al-Azhar twenty years later to obtain a doctorate. His dissertation was entitled "Companies in Islamic Law and Positive Law." Sheikh Hassan al-Banna entrusted him with the responsibility of educating and revitalizing the Muslim Brotherhood's families in the Levant, and he was a prominent figure in the Muslim Brotherhood. He contributed to the founding of the League of Scholars in Nablus, which was overseen by Sheikh Hilmi al-Idrisi. Its members included Sheikhs Radi al-Tahir, Radi al-Hanbali, and Muhammad al-Bastami, with Sheikh al-Khayyat serving as its rapporteur.
He was a member of the National Committee formed in Nablus and other Palestinian cities a few months after UN Resolution 181 of November 29, 1947, the Partition Plan, representing the League of Scholars and the Muslim Brotherhood. He worked as a teacher in Irbid, at Al-Hussein College in Amman, and at the Teachers' Training College in Amman. In 1960, he established the Directorate of Curricula and Textbooks at the Ministry of Education, where textbooks were nationalized and became the property of the Ministry. He initiated the establishment of the Faculty of Sharia at the University of Jordan in 1964 and served as its Dean for a quarter of a century, except for the five periods he held as Minister of Awqaf and Islamic Affairs between 1973 and 1989. He was the Vice President of the Aal al-Bayt Foundation (the Royal Institute for Islamic Civilization Research) and Chairman of the Board of the Cultural Center of the Martyr Abdullah bin Al-Hussein Mosque. He was also a member of the Royal Committee for Aal al-Bayt University. The Sheikh authored thirty-one books.
