Saba Al-Sheikh Amr Arafat, an educator and teacher, was born in Nablus and studied at the Aisha School and Schmitt Girls' College in Jerusalem. She earned her matriculation certificate with honors in English in 1940 (one of only two students from Palestine to pass this exam). She taught at the Aisha School from 1941 to 1948. She received a scholarship that enabled her to specialize in English Language and Literature at the University of Exeter in England. She graduated with a Bachelor of Arts degree with honors from the University of London in 1953.
She taught English at the Government Teachers' Training College in Ramallah from 1954 to 1956. She earned a Master of Education degree from Harvard University in the United States in 1961. She worked as an assistant in the Education Directorate at UNRWA headquarters in Amman. In 1964, she was transferred to UNRWA headquarters in Jerusalem, eventually becoming the Director of Education for UNRWA in the West Bank in 1974, a position that entailed overseeing three community colleges and all UNRWA schools. And other educational responsibilities. Member of the Board of Trustees of Bethlehem University (1975-1978). Member of the Higher Education Council (1976-1985). Member of the Executive Committee of the Higher Education Council (1976-1985). Member of the Board of Trustees of Birzeit University.
