Rajai Saeed was born in Jerusalem 1902, received his primary and secondary education in Jerusalem; he then joined the American University of Beirut; graduated in 1924, MA from Colombia University in 1927, returned to Beirut where he worked as as a teacher in at the AUB for five years.
Rajai returned to Jerusalem where he was appointed as an assistant manager of Treasury affairs in 1933, general-director assistant in the British Mandate Government 1939, appointed as a lecturer at the Lebanese Academy. In 1963, he was appointed as an economic consultant in Saudi Arabia; secretary general of the Supreme Council for Planning, he retired in 1963, he then was appointed as a lecturer and president of the Economics Department in Riyadh University.
